In Libera, governance is not an instrument to manage daily life, commerce, or personal virtue. True freedom demands state minimalism. Therefore, Libera Nations recognize exactly three categories of licenses. If a human endeavor falls outside of these boundaries, it is strictly a laissez-faire matter—left entirely to the innovation, competition, and self-regulation of private business.

Why only three? Because state intervention is only justified when an action poses an existential threat to the systemic framework itself. We protect against physical catastrophe, intellectual failure of accountability, and deliberate external or internal aggression. By drawing a hard line around these three domains, Libera guarantees absolute freedom everywhere else.

Civil Licensure: Guardians of the Physical Fabric

Civil licensure is strictly reserved for individuals who possess the specialized training required to operate, manufacture, or repair devices and materials within highly dangerous physical domains. They are the trusted hands executing critical, high-risk, or vastly expensive tasks that could result in catastrophic physical failure if mishandled.

Crucially, Civil licensure is not a tool for standard economic protectionism; it focuses purely on execution rather than abstract design. If a system or tool does not inherently contain dangerous elements, it requires absolutely no licensure. Freedom to labor is the default state; Civil licensure is the exception meant only for the precipice of physical danger.

If Civil workers are the hands of systemic integrity, Judicial workers are the minds. This class is tasked exclusively with the sanctioning or rejecting of intellectual and structural proposals. For all practical purposes, the Judicial class constitutes the active regulatory spine of Libera.

With great power comes absolute liability. If a project or proposal is granted approval and later fails due to systemic negligence, the specific Judicial worker who signed off on it is held personally and legally responsible. They must thoroughly research, fiercely defend, and transparently articulate their decisions on a permanent public record. Private contracts require no such oversight—Judicial intervention is strictly saved for complex, high-consequence blueprints like dangerous products or critical public infrastructure.

Diplomatic Licensure: Defenders Against Intentional Harm

While the Civil and Judicial classes protect against accidents and structural failures, the Diplomatic class is built to counter deliberate threats. These personnel are licensed to engage with hostile nations, monitor suspects, maintain vigilance over known criminal networks, and manage high-crime geolocations.

Libera intentionally rejects the traditional concept of an unchecked "military" apparatus, which historically implies blind force for geopolitical primacy or executive gain. Instead, all tactical, defensive, and policing forces are organized under a strict diplomatic mandate. No matter how heavily armed or prepared for high-intensity violence these operators are, their overriding operational objective is always strategic containment and de-escalation.
