INDEX REF: GRADIENTS OF ASSOCIATION // 0-7 SCALE

7

Nucleic States (The Core)

Nations that function as the administrative and functional pillars of the Federation. They transcend standard national interests to act as specialized governmental engines for the whole—such as the Consulate nation, the Refugee/Sanctuary nation, or the military/economic "Stabilizer" nation.

6

Assimilated States (The Network)

Nations in full structural harmony with the Federation. They operate with matching decorum and have entirely integrated their foundational infrastructure, sharing a unified resource grid, security apparatus, regulated justice, and immigration systems.

5

Chartered Affiliates (The Banner)

Nations that share the core philosophical mandates and proudly carry the Federation brand. While they retain jurisdictional independence over their own resource pools, justice, and security systems, they maintain their standing through rigorous, transparent cross-auditing.

4

Sovereign Allies (The Proxies)

Nations aligned with the Federation’s core philosophy but who choose to operate under a distinct, separate brand. The Federation regards them as steadfast allies, and the relationship is secured and validated through bilateral cross-auditing.

3

Shadow Partners (The Clandestine Equilibrium)

Nations that align with the core philosophy and utilize a different brand, but strictly reject Federation cross-audit systems. Because of the operational blind spots, they are technically nations of concern. However, stability is maintained through a mutually tolerated, clandestine "spy game." As long as this shadow diplomacy yields acceptable behavioral evidence, the two entities maintain an undisclosed, highly pragmatic alliance.

2

States of Concern (The Monitored)

Nations that are openly problematic. Classification here requires unresolved issues that go beyond a mere refusal to audit—such as verified evidence of internal malpractice or human rights abuses. These nations exist in a probationary "on trial" state, teetering on the absolute edge of Federation tolerance and support.

1

Intervention Targets (The Quarantined)

Nations with critical, unresolved offenses that the Federation has explicitly targeted for structural intervention. If these nations possess enough asymmetrical resilience or military power to overpower Federation forces, the relationship devolves into a cold war or active deterrence state. This marks the absolute outer limit, completely devoid of Federation support.

0

Subversive Networks (The Parasitic)

Entities that are not true nations, as they lack self-supporting infrastructure. These are decentralized, multi-national "pseudo-nations" or networks. Because they often leech off established systems and operate outside of traditional sovereign accountability, their practices are considered inherently hostile to Federation architecture.
