Appendix of Philosophic Declaration

To be considered for favorable association or recognition by the Libera Federation, a nation or network must demonstrate alignment with the following operational philosophies:

I. The Principle of Structural Restraint (Sovereign Inertia)

A recognized government must possess verifiable mechanisms of restraint—a systemic inertia that prevents the sudden, unchecked capture of the state by hostile or rogue elements. While a nation must inherently retain the capacity to mobilize swiftly against threats or adapt to global innovations through internal decision, it must prove it operates with definitive checks and balances. A state must not be capable of unheralded transformation into a dangerous entity without warning or friction.

II. The Inviolable Right of Exodus

No sapient entity may be permanently bound to a jurisdictional trust against their active consent. Therefore, regardless of a nation's internal governance architecture—even in the event of severe autocracy or stringent disciplinary frameworks—the right to physical and legal departure is absolute. No one may be permanently or excessively trapped. A nation that prohibits the exodus of its populace forfeits its standing with the Federation.

III. The Doctrine of Transparent Disclosure (Informed Entry)

Informed consent is the bedrock of all individual and diplomatic association. Prior to immigration, entry, or assimilation into a nation’s jurisdiction, that nation is obligated to provide absolute clarity regarding its operational nature, internal laws, and associated risks. Entering a sovereign domain is a contractual agreement, and the Federation recognizes no contract signed in the dark.

IV. The Mandate of Constructive Contribution

A recognized entity must demonstrate a verifiable, ongoing contribution to the broader reality it occupies. This contribution need not be directed toward the Libera Federation itself, nor does it require massive global impact. However, the nation or network must output a net-positive improvement to its surrounding environment, proving that its existence serves to elevate, rather than solely extract from, the reality around it.

The Doctrine of Mutual Evolution

The ultimate diplomatic objective of the Libera Federation is the attainment of mutual Advocacy—a state of equilibrium where exchange is neither prohibited nor coerced. From this foundation of mutual respect, an Advocacy relationship may organically progress into Federated integration, and eventually, voluntarily evolve into full Assimilation. However, these ascensions are strictly governed by mutual welcome and rigorous vetting. The Federation fundamentally rejects forced homogenization. Should we ever transition from a sanctuary of sovereign choice into an empire that seeks to compel the Assimilation of all nations by default, we would become the very demon we were built to oppose, having forgotten the darkest lessons of our past.
